I see C.B.S says SMAW, but anyone have more detailed recommendations on the equipment? Where to get, what to get, approximately how much it will cost (simple set for beginnner).

Can get 2nd hand. Where. Is it advisable, or would a newbie be better off buying new (since they cannot evaluate if the equipment is good or defective).
