Hackers in US are able to hack into bank's computer system and steal their customer's ATM card pin and than they are able to clone the(magnetic type) ATM card and make unauthorised ATM withdrawals.
I would guess if the bank use chip type ATM card than it is impossible or more difficult to clone the ATM card even if the hackers have the ATM card's PIN.
