even you buy s4, by the time you buy sure said got new device coming out already, end up keep on waiting = forever no need buy

yet, state your budget
for nexus 4 no idea for battery drain, yet I also not recommend since its UI not everybody taste + lack of micro sd + lack of features

that common issue, last time I also facing on my lg optimus 1 due to move apps to sdcard
so I suggest you get other phone with higher internal storage because ICS onwards can't move apps to sdcard, all store in internal storage = turn on phone no need wait to apps to load
