I perfectly understand that feel when you have a discussion at forum, but the another party decide to quit halfway. But still you can't force them, leave alone forcing them to have a face to face discussion.

Do you ever realize that discussion comes in all sorts of forms?

Maybe you have a very important issue, then you can start your thread with "I have this blablabla issue, lets meet up at *somewhere* and discuss." I won't stop you, maybe a few members will show up.. perhaps....

Seriously, this is a forum and everyone has their own schedule, if you have something need guidance or help, people here are more than willing to help you but you don't expect others to work exactly the way you intended.
