I believe Isshin was not part of that time, maybe some time later.
At this time Byakuya could be just a vice-captain. The captain was probably his father or something.

Does anybody realize that Risa/Lisa (the Vizard) looks like Nanao-chan? I mean with the hairstyle and glasses. And one was ex-VC of 8th squad, one is the current VC of the 8th squad.  |

I also think that Isshin is actually the 'protector' of Karakura Town... since the town is the place where the Royal Key is... but not many know about this. He probably gets direct order from the King instead of the old man Yama

Some conclusions I found (just rewatched anime ep.125)
- Karakura town is something like the gate to get to the King.
- The reiatsus available in Karakura town is the key.
- Kurosaki Isshin is a royal guard, hence why he is located in Karakura Town. His also possess the royal guard uniform.
- Kurosaki Ichigo is of royal guard blood, hence his great potential of power.
- Royal guards are those of captain level shinigami.
- Royal guards are not under control by the 13 Gotei, hence why most current shinigami would not recognize him.
