Try flash to the latest BIOS, if still can't then nothing much can be done which means the mobo limitation to OC.

Gotta do with bad vdroop on bios bro. Some manufacturers might have BIOS with too low load vCore.
My 7970's were initially unstable at 1300 but after flashing to MSI special bios they overclock great now.

Bios size is not the problem.
I am using it now, it is working great.
There's always a chance to backflash to original bios and dual bios switch is there for a reason.
