see it like stock market..
there could be some stock traded below its price to book value but the book value is yet to be revised, for example a company own a piece of land which valuation was set 10 years ago same goes to gem i think it is something to do with diminishing return mentioned above, the 2nd/3rd tier gem become more expensive, but the 1st tier gem is yet to reflect its true book value~ |

swt.. jz realized that the radiant star amethyst/ruby/topaz was traded around 15-16m yesterday... missed the boat zzz
