Not surprising. S3 also shared the same storage structure. Samsung has dedicated all the space into one monstrous partition that houses the Android core along with free space for apps and etc. Since it's being used by the system, it's not possible to unmount it like Note. Note only dedicate a portion of its internal storage and therefore the other partition can be unmount from Android and appear as usb drive in Windows.
