If the SNR margin is too low to establish a connection, the data rate will automatically being downgraded so that it can synchronise and establish a connection.
The SNR already is too low to have a 4M, that's why you see 100 instead 256 or whatever amount.
It is not about cap, but need to solve the SNR margin.
