is TM throttling youtube now?

for all videos i wanna watch?, that will be so annoying..

i am going to give them a scolding later because i already told them i wanna upgrade to 4Mbps so that I can youtube faster.

i only realised its throttled when I try DL the youtube video; reaching only 50KBps, downloading from other site at the same time reaching 500KBps..

WTF, it is even slower than my old 1Mbps.
