Currently on 1Mbps package, opinion on can I manage to get 4Mbps or even 2Mbps speed base on this stat?

I tried the upgrade on tm website, they show me this "There is currently no Facility to support this Streamyx Upgrade.". So mean no hope to upgrade at all? currently on 1Mbps trying on 2Mbps or 4Mbps.
