Pretty simple, once you purchased one, install your OS of choice, debian or anything.
Use putty to ssh to your vps, login information to your vps should be provided in prove of purchase email.
Once you're in, type this in console

sudo apt-get install znc

adduser <yourpreferredusername> (after you typed this you will be prompted to input unix password, just input any password you want)
logout/exit ssh session
login as newly created user

znc --makeconf
aand you're done. There's plenty of guide how to setup as well.

btw, a little update. Just now was trying my luck and got full speed downloading from a bot, I don't know where its located though. So maybe its the international link with the problem on tm side? Or could it be my location? I'm in Kuching btw. Just a wild guess.
I mean if tm capped every port used for IRC 6660-7000, everything should be slow.
