You can't register the billing information as there's no Malaysia in supported country list. The nearest country is Singapore. If you happens to have Singapore-based card, then you can use that. But since now there's maybe chances that your account can be hacked due to circumstances (weak password for instance), it's suggested not to tie in a credit card.

Just use a fake Singapore address (I use Microsoft Singapore address

) for Singapore account, US address for US account and vice versa. After that you can redeem the three months Xbox Live Gold code.

If there's no need for your kids to play online, then you do not need to use Xbox Live Gold. Xbox Live Gold is needed for multiplayers, party chat and to get exclusive contents on Xbox Live Marketplace such as discounts over contents and/or game demos.

As mentioned above, you don't need to register a US account in order to use Xbox Live Gold features. Even if you have US account, you can't use apps such as Crackle, Hulu Plus, and other US-only services without some
tweakings. The benefits of having US account is that it got more contents on Xbox Live Marketplace compared to, say, Singapore account.
