Sometimes it depends on ur startup software/services, if you install more thing (which will startup automatically when windows logon) , then it might takes longer time to boot because of it need times to load those startup application.

Mine also sad, the fastest is 27Sec, after install few application, now become 40Sec sad.gif ( never try 10sec bootup before)
