My opinion... fog lamp is not meant to use on every night time, your headlamp does.

Fog lamp is not meant for throwing light source on the road far enough for you to drive safely on night, fog lamp is suppose to used when the vision is foggy. It has wide spreading light source which can be irritating to other drivers (MANY PEOPLE DON'T F**KING CARE) and might not help much on your night vision.

I would suggest you to get better bulb for your headlamp, such as Osram Night Breaker Plus or Philips XtremePower, and please don't be a jerk and install a cheapo HID...
