On reason why things fails here, is that no is no
enforcement and policing. If one breaks a rule on western countries, most of the time, you would see being pulled over.
I've been barking on this point for ages.
Try go and drive in Singapore. Once kena before, I'm sure the person will drive with super cautious and follow all the law.
Just as an example, same with Singaporeans, they drive like angels inside the island.
But once in Malaysia / PLUS highway, they either drive like turtle on fast lane, or speed lunatics and try to break all the available laws here.

This is true. On my very first visit to a scandinavian country, after check in, decide to walk over to the small mart to grab some food. I'm walking slowly and 10-15 ft away from zebra crossing (without traffic lights), a good 15 seconds walk away, and the car already stop for me. Really

as I stand and wait for the car to cross, but the driver wave to insist me to cross first. I really feel ... ulu.

Here in KL ? Traffic light already red. Metrobus zoom 9 9 and still slowly pull away to give pedestrian some black smoke. Otherwise cleanser products won't sell well in Guardian/Watsons. Kapchai just zoom past (one day I'll give a sweet kick and let them fall down). Some other kapchai decided to use the zebra crossing to cross to other side or do u-turn.

I recall Jalan Ipoh, near the Sentul Link there, a lot of cars will go straight for that right-turn into Sentul.

Bikers, officially suppose to summon also. But I think as usual, due to our lack of enforcement, Malaysia Boleh, 1Malaysia, they'll get off the hook as usual. Why ?
