fc rise from 8l/100km to 12l/100km

recently i moved to small town Kampar,in perak.
n my fc shoot up from 8l/100km to average 12l/100km... tried calculate wif few tank of petrol ady.. de fc is still de same... is it normal fc for small town driving,or my car faulty? btw most of the time very short distance trip,2-3km drive |

fc better in melaka or cyberjaya?
btw most the road in kampar is full of speed bumps,i have to start/stop every 200m and most of the time the speed is within 40km/h  |
