He should pay the agreed amount, 8 hours or 10 hours is also "a few hours"? Unless he explicitly stated by 1-2 hours and set a rate. Even so, a few of those hours were wasted waiting for his reply (from 11am-2pm for instance).

What I see here are just excuses by someone who isn't keen on paying for your job. A take the work and run sort of guy. I'd push for the total fee, no excuses. A job is a job, and these kind of jobs run by deadline not by hours. If he didn't trust you shouldn't have requested you finish it in the first place.
