My billing cycle is on the 23rd of each month

When is the best date to apply for MNP and cancel my Celcom?

but at which point do i need to settle the Celcom bills?

On registration of the MNP or later when the application is passed few days later?

Time taken from 24/9 until 29/9

Have not even cleared Celcom bills this month(bill not ready)
