your case is charging on your FREE CALL daily 1hour, if you are not reloading and call 1318 would charge

for postpaid they charge the free min / 18cents/min
for 03 or other telco charge their own rate

sometimes they just follow the procedure, if you provide the information that not match with DIGI / MAXIS, MAXIS/DIGI will reject, nothing can UMOBILE do, or provided you are not BLACKLISTED

Trust me, save all the hassles by trying UMobile on prepaid card first, just go buy any number. Been there, done that. Easily saves lots of headaches, money, and petrol in case you're not satisfied.
