Previously on my Galaxy W, both of them is the same thing. It's same as Factory reset, doesn't wipe user files. Only clean all apps.
For me... My definition of reformat in PC is...
I keep two partition in all my comp. One partition for windows and software installation.
The other partition all my data, documents etc. When I reformat, I only clean the first partition. Means I'm just reinstall all the windows and software thing.
