New Civic vs Inspira: Local Content

I find that this comment on Paultan is quite interesting, I thought that we paid a lot of tax money to own an imported car but... QUOTE According to another website, this new Civic has 60% local content level. From an article here last year, Inspira during launch only had 26% local content and Proton was targeting for 65% local content after one year.
The Inspira price is a lot lower than Lancer thanks to a lower tax from the high local content level. I believe the Civic would also enjoy a lower tax thanks to its high local content level.
The question is, why the price of Civic has increased instead of decrease? Funny lor, how 5% can make a big difference.
Lancer with 65% local content = Inspira = low quality local car Civic with 60% local content = high quality imported car.

What does make a car a local car and thus associated with low quality?
What if Proton takes the Lancer from Japan (CBU) and just change the bumpers to sell it as Inspira? Would you consider it as a local car and has a lower quality?
What about if you take a CKD car and do a local assembly without changing any part with local part? Would you consider this as a local car and has a lower quality?
What about if you take a CKD car and replace most of the parts with local parts? Would this be considered as a local car with lower quality?
Is it the brand that makes the quality of the car lower? Is it the local assembly proccess or is it the local parts that make it a lower quality car? Or is it something else?
What is the difference between Inspira with local contents and Civic with local contents, a part from the brand?
