FYI, INP does offer DIBS for Pentas 2 on the second year. Pentas 2 will be entering the 2nd year of construction in Sept 2012, thus in order to entitle for the DIBS, they need to sign the SNP by Sept 2012. Or else, no DIBS, any sales entered after this month will be no DIBS till completion. So there is more reason for customer to expedite than dragging it.
As i said I have been monitoring the sales since July, before Ramadan month, the pins are still there forever.
1. I&P DIBS is calculated based on the the one year AFTER the FIRST disbursement of the loan. Even if you sign your S&P before Sept 2012, your DIBS only started by earliest Oct 2013. By Oct 2013, the house is V&P.
2. I&P always very linear for the purchaser to settle their 10% deposit, ie: given a luxury of 60 days to settle the remaining 10% deposit upon after signing the S&P. You even can apply to extend the 60 days.
3. Let say you had purchased a unit in Pentas 2 and I&P really do playing the pinning game, So.... what can you do bout it? My sentence maybe harsh, but nothing you can do.

The pin one could be either could not get loan, applying many banks and begging banks for approving their loan, probably it takes time. The other possibility is the loan aledi approved, but they are dragging it to save some interest, inp will have to ask them to remove pin, as long as inp didnt force them, they will just booked and enjoy interest free until inp give them ultimatum. Inp staff also maybe didnt bother to chase them also. Imagine, if progressive interest is now 300k, that is around 1500 per month and 50 per day. U drag one day u earn 50 and can have a good meal. Think they will drag as long as they can. Hehe .. I am just guessing onli ...
Added on September 30, 2012, 2:15 amActually i think inp should increase the price a little bit in order to push the sales and also fair to previous buyer.
For you to increase the price, I&P required to submit and application to MOH (Ministry of Housing) to explain the rationale to increase price. Moreover, I&P do not have the culture to increase price anytime after launching.
