 cctv video feed thru prepaid broadband, for remote viewing, possible?

i need to link my cctv dvr to internet, for remote viewing , and staff management.

my shop here is at a location where telekom cant install land line for streamyx.
even if we apply with telekom, they say they wan charge MYR5000 per business lot for a line.
they said developer no pay capital contribution bla bla bla, so we user need to pay.
a simple phone line also need 5000, how to do business? how to maju negara like this?

however, we have full celcom maxis digi 3.5G signal.
i have asked a few local cctv guy here that, is it possible to link the cctv to any of the broadband connection, for remote viewing, they all say , "no public ip", "no open port", "Cant"

really no way, with the celcom/digi/maxis/?? broadband?
please advise
