Dun need static IP.

Get a DynDNS service. Couple with 3G router that supports DynDNS and you should be good to go. Only catch is the CCTV port must be reachable over internet (the NAT part). Which I think most telco ISP allow (If can torrent through line, then CCTV should be also okay).

My advice tho, is to consider postpaid instead. Prepaid charge by per 10 KB and will totally cut you off once no more money. Postpaid won't (worse that happen is slow-down). Also, consider WiMAX instead of HSDPA, lower latency.
