I guess this is the cons of using cellular broadband for for advanced networking use. Cellcos usually provide private IP to subscribers.

If you are trying to port forward some ports to expose your cctv rstp service to internet, you will be out of luck because cellular broadbands are mostly NATed. It will still work for those service which go through third part server like mydlink for dlink cctv.
