how do we know its not read as bedtsudo? I'm confused.

this 以上 katakana or kanji? have yet to learn katakana but right now I think I can read hiragana with some decent speed.

I have no idea. I was wondering if there is other ways to read kana without looking at every word. Would a stronger vocab makes reading easier?
