Need opinions/advice on a case I'm facing.
I contacted a merchant who sells PC components and also assemble it for you. Let's call the merchant Seller. We agreed on a build with certain components. Let's call it Item A, Item B & Item C too keep it simple. There are also other components involved, but let's focus on only a few.
Because Item C is not yet available, we agree that I will deposit money to preorder Item C. I will deposit for the other component after Item C arrive. I deposited a small amount of money to preoder Item C. Seller agreed to send invoice after confirm received my deposit.
After a few days, Seller finally sent me the invoice, however I realize Item A and Item B is missing and has been replaced with other brands.
I contacted Seller to seek clarification. Seller reply that Item A is not available. Item B was changed to match Item A. Take note that I wasn't informed about this at all prior to receiving the invoice.
I'm okay with the alternatives to Item B, but I did not want the alternative to Item A written in the invoice, and Seller doesn't have stock of other brands. I decided to just take Item C and try to source Item A somewhere else. I will then buy the other components from Seller after I get Item A or alternatives that I want.
However Seller will not let me; Seller said Item C cannot be sold standalone (I need to order a build) and I will need to wait until the end of the month (July or even early August) for the next batch. Seller mention that a lot of people wants Item C and it is limited in stock.
My question; is this acceptable? If a seller is unable to fulfill the agreement then I think the customer should be informed first before sending the invoice with different specification. Also, about Item C; Seller argument is that preorder for Item C is only for those looking to buy a complete PC. However Seller could not get me Item A, which we agreed earlier. That is reason why I do not want to proceed with the build. So does it warrant me to be put into the queue again?
Seller did mention that the money could be refunded, so it's not really a lost.
Appreciate any opinions, advice or suggestion.

Specification not as Agreed, Is this practice acceptable?
