your GPU has to be Nvidia 8400GS, AMD radeon hd2400 series, or Intel GMA x4500HD,
older GPU cant do cause it does not support Dxva with full bitstream decoding.

CPU requirement is dual core cpu with 2GHz at least, its for "safety precaution" if the Dxva failed to work, then the decoder will fallback to software decoding mode,
because not every video format support Dxva.
