as you mentioned in steam chat last night, russian store still selling region free copy, same as other stores. the region lock might be applied soon. as long as your copy doesn't have the (RU+CIS) tag, should be okay.

I think you need to contact Steam support first and ask them to remove the game from your library before you can activate another one.

dlcs are downloaded with the base game, so no separate icon for it. you can check the dlc in the game properties under DLC tab.
