I didn't run speed test but I tried pinging the FFXIV server that I was connected to and these are the results:

Ping statistics for 202.67.51.114:
Packets: Sent = 100, Received = 92, Lost = 8 (8% loss),
Approximate round trip times in milli-seconds:
Minimum = 110ms, Maximum = 356ms, Average = 126ms

Seems like all the packets loss are causing the R0 from time to time in game.

You can try it too by running "cmd" and typing in
ping 202.67.51.114 -n 100

Seems like the problem is only to Japan too >.<

Yes, frequent R0 ingame.

Where do you live? West Malaysia? Cause I might need your data + your location as reference when an "upper-level" technician is coming to my home tomorrow to "explain" on the low download speed when speedtest to Tokyo.

And, I notice, when I use speedtest.net, P1 speedtest or speedometer, my download hangs/stops when downloading (the dot hangs and stops oftenly), but upload is smooth (the dot runs smoothly without any hangs). This "hanging" issue applies not only to Tokyo.

Just now I called 100. I was told to do stream test. And i get:
384kbps stream only finished loading after 3~5 min with 1MB
512kbps stream finished loading 8~10 min.
A report was made immediately. (Browse Test and Download Test normal)

Not sure how to run the streaming test. I loaded the 384kbps one and it took about 4mins and 20secs to load on a streamyx 1MBs line.
I am on the east coast in peninsula Malaysia.

When I trace ping to 202.67.51.114, Malaysia side no packet loss.
Packet loss only occur at Square Enix's side at the following IP:
219.117.144.5
219.117.144.5
219.117.146.1

The quality seems to fluctuate for me. This morning I checked and got no packet loss. Normally mornings are better than nights for me.

just finish reading ur post, R0 situation also happen to me last week, but only for 2 days, i managed to solved the issue by changing my ip address, so i get new ip address that assigned from other routers, example my R0 ip address is 60.53.xx.xx in this case u must avoid 60.53.xx.xx ip address range, try to get others ip like 60.54.xx.xx or 175.144.xx.xx etc, u can try hope its work for u too

Chatbox very hard to have problem, not?

How do you change your IP address? Just keep powering off and on router?
Wonder if it's just luck or will a 175.141.x.x IP be forever stable. Please keep us updated!

no need to turn off/on ur router, login to ur router interface, then press disconnect button, wait 10 sec then press connect button, repeat this step until u got ur desire ip, login to the game to test ip for 30 min / 1 hour and see whether u get r0 or not if everything is fine take note that ip as ur future reference, for me i got two fav ip, 60.53 range and 175.144 range, if 60.53 gave problem to me i'll try get 175.144 range. u need to test for urself which ip good for u

So, it IS streamyx's fault. Havent turn off my router, connection is still smooth until now

I restart my router through router interface like what nkdy mentions, or you can just turn off router manually and then on it back.
I monitor the IP adresses that I get and record them down.
Depending on your location/home, your ideal IP address(es) may be different than other places.
So, you need to find your best IP address to Japan.
How I know the IP is my ideal one? I test it at www.speednet.net to Tokyo.
My bad IP (to Japan) are 115.132.x.x, 60.50.x.x., 60.52.x.x, 124.82.x.x, ... maybe they are better on your side? lol
Dunno what TM do to the IP addresses.
