Why is all the brouhaha?
If the school already has rules and regulations regarding proper dress code, all students must abide, else just transfer to another school that doesn't
impose such.
If not, then the student has the freedom to wear anything as long as within the event's dress code regulations.
If the event doesn't supply one, she then has to abide within the country's dress code.
It's that simple.

If you talk about morality, it's human perception, should not penalize BEFORE any rules in being put in practice. Free to talk, discuss, critize BUT not PENALIZE.
Plan a list of rules, discuss among related parties, get consensus, and execute finalized.
THEN you can penalize if there are people against them.

as for mine, got penalized for forgetting to wear name tag, tie (on Mondays)..

but as much as that sounds stupid...it did instil discipline in me in later life.

problem is not the rules, it's some of the rule enforcers who took extra pleasure in penalizing people, geezz.. those faces..
