Glonass is russian version of GPS(if not mistaken)
All 2011 above Sony/SE handset supports it, and all S3 and S4 Qualcomm chip supports it too, but i dont know did the manufacturer locked back the function or not. For what i have known, HTC One S has the best GPS with GLONASS currently[the S4 chipset version]

AFAIK, nope. Use GPS test from the play store, if you can get signal from satellite 60-70, then u're using their satellite. 

seems like no la..how sad...seems like only atrix 4G will get ICS...anyway let's just wait n see..
