The email you are referencing is not an email sent by Blizzard Entertainment, and appears to be what is called a "phishing" scam. These emails are sent with the intent to defraud users into providing account information. Blizzard Entertainment is not able to fully prevent or control these emails as they are sent by outside parties, designed to look similar to Blizzard emails. If you replied to the email already and cannot access your account please call the Billing department before reporting the account as stolen.
