use corel draw.
draw 210mmX297mm (A4 size) rectangle and duplicate it to the in a row and column to fix in 16 ft x 10 ft. (Not enlarge the size).
Then use powerclip function to put the design inside.
(PowerClip Function is almost same like clipping mask in Adobe Illustrator)

btw, my company printing banner, why dont ask ur friend to give me do the printing. Better what. Haha
If u print in normal printer, there is white border around the paper. So, it's will look funny when u combined it, unless instead of using excatly A4 size rectangle, make it smaller to 200mm x 287mm
Corel Draw file is smaller than illustrator file. It's about 20% smaller.
