Yes.

Male children who take up permanent residency status through their permanent resident parent's sponsorship will be required to serve National Service like other Singaporean males.

When both PR parent give birth to a baby in SG, the hospital will issue a birth cert that state "not a Singaporean at birth" and the nationality of the parent.

Then you bring this SG issue birth cert to apply a Malaysian Birth cert at High Comm. Once issue, you can officially call your child a Malaysian. You can't apply MyKID for your child is they were born outside Malaysia.

Then you can chose to be a sponsor and apply PR for your baby through ICA. Upon approval by ICA then your child is officially 2nd gen Malaysian Singapore PR. If you skip this step then your child is just a foregner in SG, either you use the white card or you apply long term pass for your kids.

So, your kids is not automatically a 2nd Gen PR unless you apply for it and subject for ICA approval.

Is this the fault of "Singapore?" Or is this because you lived your entire life outside of SG, and just moved here (i.e. your childhood friends, family, relatives are all in KL)?
