Thanks, now it is clearer. Meaning that even without rain sensor, wiper will be faster at higher speed.

With rain sensor, it is even better.

No rain, no wiper.
Light rain, slow wiper.
Heavy rain, fast wiper.
Light rain at high speed, fast wiper since rain drops become similar to heavy rain.
