Think he mean if one upgrade his account from digital/standard edition to Collector, might not get figurine.

I am afraid so, most likely like in Guild Wars 1, just an account upgrade with digital in game items.

I meant buying the CE that comes with all the physical stuff and be able to add the CE key to your account which is something that can't be done at the moment.
