And Arena net will reply to you the same thing, you need to get NA copy. Maybe they will implement the region lock when the game is release. Since it was Arena net themself that mention there is region lock, so yeah just choose wisely if you want to take the risk.

Unfortunately right now our development team hasn't really announced too much publicly about cross region play and restrictions. It's still a bit early on that front as they work on getting the game polished.
