Try get a friend's modem to check the above.
Try plugging the TMB line directly to the modem (bypass all telephony devices) abd check sync speed again.
I strongly think u have a bad internal wiring.
once done and if TMB's issue = call 100(TMB) to make a complain about it.
capping is done with your streamyx account (radius server) and nothing to do with the sync speed indicated. so u pay for what u subscribed and not shown in your modem.
u may want to consider terminating it (make sure ur account is 12 or 24 months old (depends on your package when u applied) and reapply for better offers available now.
