i don't think it's wise to close because I see most hikers are more like eye and ear fo the forest and they are mature enough. these hikers are not like some kampung folks that bring mat or food in and throw rubbish.

If u r from Penang, most of the hikers to Penang Hill are mature and they even help to create huts and tower , provide hot tea and mee hoon for FREE. It's partly social and also eye and ear of the forest.

you may use kuku besi to engage the people but it take one anarchy or drug addict to burn down the whole forest that is preserved for years. that's all it takes.

i would suggest authority collect some tax or entrance fee to go in which can be use to hire more RANGERS to protect the forest. The reason they block it was probably they don't have enough of resources.

Youth Park and Botanic Garden in Penang had successfully manage the place with people flocking the place without destroying the Flora. Why so? Same Common people who love natures and habitat who protect it from the Wildlings.

i do agree some malaysian mentality actually left their shoe sole broken in the forest . this is pretty stupid . but not all hikers are like that. perhaps, like i said, donation or entrance fee to genuine hikers who love nature is given access only. those who can't pay are the trouble maker. i would prefer more money given to hire more RAngers or fund the education . good and bad. we still can't block the whole forest. even if it's block, someone will tresspass like couples or any addicts.

Haha, u r lucky u don't need to work in construction industry like me. But my point is, i've been to SW a few months back and it's not as bad as u said, dust debris everywhere. It felt like totally normal operating commercial area. 

The way of the shop open is different compare shopping mall type I guess. SW look like a shop type which the tenant take time to open and not in a hurry. While shopping mall have a time limit and more sync I guess.
