Netmarble under CJE&M has given distribution license to Asiasoft so naturally the client is the same, why do redundant work, right?
Since you brought out the doubt, I have a question... are we connected to the same server by NetMarble or to a new server?

england is strongest follow by portugal, spain, venice, netherland, ottoman,and most weak france

How about diplomatic status of the empire? Is England still in bad terms with Netherland? How about Portugal, Spain, Ottoman & Venice?

england have maintain peace on netherland(due many multi banned) this is afaik........ but spain and venice maintain peace together by changing town lol(investment war), i dont have info on ottoman, and france....... portugal still have good status at india(best route) and ambon
