copper or fiber is irrelevant. stop getting so paranoid. the reason why your area is not covered YET because there is no substantial demand as is the case with some NEW housing areas. that's all to it.

if you need connection more than 2 Mbps in the future (whatever technology that is), you'll need fiber optic. copper wiring just won't cut.
