did u check with the seller. This is considered sensitive item, usually before exporting it will be returned back to the seller.
Unless you use a third party shipping / courier agent. Don't use Taobao's one..

Even Chinese Tea also cannot export..
I tried to order some tea but it was rejected back to the seller.
