D3 is Global. Means it doesn't matter where you buy your game, you can play in all servers. However you are bound to your home region's RMAH. And your home region is not determine by the version of the game you buy, but by your country of residence of your battle.net account.
As to why the price difference and why people are selling different "versions". This is because of the Distributors. They need to make some $$. If you want to cut out the middle man, just make an US address B.Net account and buy D3 Digitally for USD59.90. Which I believe is the cheapest out there. Unless of cause you have contacts in the US.
