But what raises the perigee as well?

The Soviet Union was formally dissolved on December 25, 1991. The coup that percipated it occured in August 1991. It started to break apart with SSRs declaring independence starting in August. But in 1989, Russia was not an independent state. If any pictures were taken, it would be by the Soviet Union.
Sputnik 1 was launched on Oct 4, 1957. In March 1959, the USA was not in a position to send any craft to Mars. They had only managed to send up 5 satellites into orbit, 3 Explorers and 2 Vanguards. 2 other Explorers, and 6 Vanguards failed to achieve earth orbit.
