Yes, assuming you are referring to the 7.6 GB download from Blizzard.
On launch day, there may be some small patches to download but it should be good to go otherwise.

If you can allocate stats in D3.... don't know why ppl put stat into INT for Barb
Doesn't affect max rage/dmg....?
Int only affect resistance for barb

You can get it (the game software) now via online blizzard store download.... but still gotta wait until next month to play.

Each level (I've only reached Level 4 in Beta right now) costs about extra 10k gold... which is a lot for low level.
so
Lv 1 = 10k to upgrade to lv 2
Lv 2 = 20k to lv 3

not sure if the scale is like that for the rest of levels but if it is.... 90k(?) to get to lv 10? O.o

but good thing is it applies to all chars you cre8.

(I will check & confirm if HC and SC are different BS lvl but it should be different)

EDIT:
Each level has 5 parts to upgrade to the next level.
Each part u upgrade, you get to craft more stuff.
