Why you set the QoS Bandwidth like that? Ingress and Egress should be 20480 and line type should choose to "other".
20*1024 = 20480 bit/sec = 20Mbps.
If you're wanna to shape the traffic run the Qos with service port priority.
Then you can have good latency to your game even they're youtube bla bla bla.
