Any maintenance fee goes to JMB/MC fund.
By then JMB/MC appointed a management company to manage and maintain the property.
JMB/MC is appointed by unit owner and chairman/treasurer and committee members must come from unit owner.
Asking compensation or damage fee from JMB/MC, is like asking compensation from your own maintenance fee.

But in this case, it is hard to prove it is negligence in duty.
Flood water can come in quickly, and management company or security has little time to react.
The security may patrol once in one or 2 hours, the flood can come in within ten of minutes.
