Yes, AMD is so incompetent that a simple DX12 upgrade increase the performance by up to 50% while on DX11 without an NVidia card the highest PC configuration possible with an i7 and AMD card performs worst than a GTX 660. Similar to Mantle, DX12 allows games to be less dependent on CPU and that alone allows AMD to gain so much performance it is almost magical.
It is because the Windows 8.1 drivers for AMD is terrible and woefully unoptimised for the game while Windows 10 drivers are optimised for the game. It just show that AMD hasnt optimised their GPUs for pCARS on 7 and 8. It is the same reason why a similar AMD card performs so bad compared to nVidia because the drivers are badly optimised.Heck, pCARS doesnt even runs on DX12, it runs on DX11 regardless which OS you use while benefits of DX12 are ignored by the game because it isnt designed for it.
AMD has a long history of shoddy drivers, I am not surprised to see it happening again.

For the 980 SLi, maybe its the SLi profile is bugged? Or it is not supported properly where traditionally, the game has really bad SLi support during development. At the same time, one guy with 980 SLi had issues when the others in the comments seemed to be running the game decently.
The game is designed to run it's physics calculations on CPU while GPU does all the eye candies. What does can PhysX offer to a racing game? What features in pCARS uses so much PhysX when PhysX does not has any features that can be used in a racing game? Cloth physics, goo physics, Hairworks and fancy smoke effects isnt used in the game then Apex Turbulance is canned by alpha. Other than collision that is bound to CPU that uses less than 5% of resources while the other 95% is for AI and physics.
I want to know, what PhysX effects that pCARS uses?

I could not even find this comment in the link while whatever he said contradicts with what SMS said. SMS designed the game to be platform neutral as they want to port the game to as many platforms as possible where using PhysX contradicts with that goal. Did you know there is a build of pCARS that runs on iOS and Android?
This comment is false because pCARS's physics calculations does not use PhysX and it heavily relies on CPU like rFactor 2, AC, GSCE and R3E. What are the PhysX effects added? He did not elaborate. Also, if PhysX effects are added, why cant I turn them off when the game allows has tonnes of graphical options to tweak to the point I can even turn lens flare or god rays off? If a game has intensive PhysX usage, there is always a check box to turn it off, why pCARS doesnt? What about the console builds when PhysX is closed source and cannot be ported elsewhere?
More importantly, what benefits does SMS has to gain for deliberately crippling AMD's GPU's performance?
It would be great if I can repost everything from WMD forums because many people had tested on different hardware where we found that there isnt any observable difference between PhysX on GPU or CPU. Other than r2XX series GPU on Windows 10 and 8/7 where evidently, the AMD drivers are not optimised for the game.
In short, AMD is incompetent. Where are the pCARS optimised drivers that still isnt here after 3 weeks?
